I am very glad indeed to come to Westminster College this afternoon, and Iam complimented that you should give me a degree from an institution whosereputation has been so solidly established. The name "Westminster" somehow orother seems familiar to me. I feel as if I have heard of it before. Indeed nowthat I come to think of it, it was at Westminster that I received a very largepart of my education in politics, dialectic, rhetoric, and one or two otherthings. In fact we have both been educated at the same, or similar, or, at anyrate, kindred establishments.

It is also an honor, ladies and gentlemen, perhaps almost unique, for aprivate visitor to be introduced to an academic audience by the President of theUnited States. Amid his heavy burdens, duties, and responsibilities--unsoughtbut not recoiled from--the President has traveled a thousand miles to dignifyand magnify our meeting here to-day and to give me an opportunity of addressingthis kindred nation, as well as my own countrymen acrothe ocean, and perhapssome other countries too. The President has told you that it is his wish, as Iam sure it is yours, that I should have full liberty to give my true andfaithful counsel in these anxious and baffling times. I shall certainly availmyself of this freedom, and feel the more right to do so because any privateambitions I may have cherished in my younger days have been satisfied beyond mywildest dreams. Let me however make it clear that I have no official mission orstatus of any kind, and that I speak only for myself. There is nothing here butwhat you see.

I can therefore allow my mind, with the experience of a lifetime, to playover the problems which beset us on the morrow of our absolute victory in arms,and to try to make sure with what strength I have that what has gained with somuch sacrifice and suffering shall be preserved for the future glory and safetyof mankind.

Ladies and gentlemen, the United States stands at this time at the pinnacleof world power. It is a solemn moment for the American Democracy. For withprimacy in power is also joined an awe-inspiring accountability to the future.If you look around you, you must feel not only the sense of duty done but alsoyou must feel anxiety lest you fall below the level of achievement. Opportunityis here and now, clear and shining for both our countries. To reject it orignore it or fritter it away will bring upon us all the long reproaches of theafter-time. It is necessary that the constancy of mind, persistency of purpose,and the grand simplicity of decision shall rule and guide the conduct of theEnglish-speaking peoples in peace as they did in war. President McCluer, when American military men approach some serioussituation they are wont to write at the head of their directive the words"over-all strategic concept". There is wisdom in this, as it leads to clarity ofthought. What then is the over-all strategic concept which we should inscribeto-day? It is nothing lethan the safety and welfare, the freedom and progress,of all the homes and families of all the men and women in all the lands. Andhere I speak particularly of the myriad cottage or apartment homes where thewage-earner strives amid the accidents and difficulties of life to guard hiswife and children from privation and bring the family up the fear of the Lord,or upon ethical conceptions which often play their potent part.

In my elementary years, there was a little girl in the class who workedvery hard but somehow could never do satisfactorily in her lessons.

The teacher asked me to help her, and it was obvious that she expected alot from me. but as a young boy, restless, thoughtless, I always tried to evadeher so as to get more time to enjoy myself. One day before the final exam, shecame up to me and said, "Could you please explain this to me? I want very muchto do better this time. " I started explaining, and finished in a hurry.Pretending not to notice her still confused eyes, I ran off quickly. Natsurprisingly, she again did very badly in the exam. And two months later, at thebeginning of the new semester, word came of her death of blood cancer. No oneever knew about the little task I failed to fulfill, but I couldn"t forgivemyself. I simply couldn"t forget her eyes, which seem to be asking, "Why didn"tyou do a little more to help me, when it was so easy for you? Why didn"t youunderstand a little better the trust placed in you, so that I would not have toleave this world in such pain and regret?"

I was about eight or nine years old at that time, but in a way it was thevery starting point of my life, for I began to understand the word"responsibility" and to learn to always do my duties faithfully and devotedly,for the implications of that sacred word has dawned on me: the mutual need andtrust of people, the co-operation and inter-reliance which are the veryfoundation of human society.

Later in my life, I continued to experience many failures. But never againdid I feel that regret which struck me at the death of the girl, for it makes myheart satisfied to think that I have always done everything in my power tofulfill my responsibilities as best I can.

As I grew up, changed and improved by this incident and many other similarones, I began to perceive the changes taking place around me and to find thatsociety, in a way, was in its formative years like myself. New buildings, newcommodities and new fashions appear every day.

I well remember that from May Day, to be more exact, a few days earlierthan May Day, the shopping season started.Most shops extended their shoppinghours to respond to their overwhelmingly enthusiastic customers. There werespecial sales with discount coupons and instant lucky draws and various salespromotions in nearly every big store to lure po tential customers into spendingmore. Crowds of shoppers flocked towards department stores, enjoying their highpurchasing power.

There were traffic jams almost everywhere, people waited in long queues atbus-stops:and taxi-stands? looking entirely exhausted.Tempers flared when peoplegotpushed or if someone else cut the queue.Impatient drivers honked at eachother every now and then.

The railway station was congested with travelers who rushed to the platformlike a swarm of bees and then squeezed their way into the train for seats as ifthere would be no tomorrow.

In the restaurants, tables were shared. A platoon of waiters filed out fromthe kitchen armed with various containers of eatables. Orders were takenfeverishly and then shouted across to the kitchen. Excitement reigned everywhereas waiters ran hither and thither to fill the orders.

The above are just some vivid scenes that happened a few months ago.Everywhere was chaos and chaos everywhere. I am really afraid the drama willsoon be repeated.

True,weeklong holidays help activate economy, but what about after-holidaydepression? No doubt, people can have a lot of leisure, but leisure does notalways bring a lot of pleasure.
